On July, 7th, 1937 the Empire of Japan went to war with China starting the Second World War. Their goal was to gain land and resources to feed their growing industrial empire. Their campaign of aggression drew the attention of the Western powers which were not prepared for war. In an attempt to thwart the military conquests of Japan, sanctions were increasingly placed on Japan. The hope was that the sanctions would remove the teeth from the Japanese war machine.

Japan had a choice to leave China or attack those who were interfering with Japanese interests, as her supplies of oil were going to run out in 18 months.

Securing a non-aggression pact with the Soviet Union which at the time was involved in a life or death struggle with Germany. allowed Japan to attack East without concern. Ignoring the advice of Yamamoto, Japan's leaders chose war against the most powerful industrialized nation. The attack on Pearl Harbor would infuse the American soldier with a vengeance that would carry over in each battle he fought vs the Japanese.

With the largest and best-trained carrier fleet in the world, Japan will wage a war against an enemy whose industrial power dwarfs Japan's capacity. Their goal is to inflict a large amount casualties on America that will force them to negotiate for peace. Within a year their ideals will be shattered as their assumptions about their enemy is vastly underestimated. They do not realize the resolve, morale, and vigilance of the American people.

It is December, 7th, 1941. The war begins with Nagumo's fleet positioned north of Pearl Harbor ready to strike. The sleeping giant is about to awaken.

<b><color=#E2BA1CFF>SCENARIO NOTES</color></b>

<b><color=#b69616ff>Axis Victory</color></b> - Take and hold as many objectives as possible for as long as possible throughout the game. The Axis win if they have enough victory points and Japan survives until the end of the game.

<b><color=#b69616ff>Allied Victory</color></b> - Take and hold as many objectives as possible for as long as possible throughout the game. The Allies win if they have enough victory points or Japan has surrendered.

The game ends September 1st 1945

<color=#b3b3b3ff>Japan (Axis) -</color> Starts the game at war with the United Kingdom, the Commonwealth, Netherlands, and the United States. Japan surrenders when all their cities with production have been taken.

<color=#ffe6ccff>United Kingdom (Allies) -</color> The United Kingdom starts at war with Japan. Australia, New Zealand, and India are all part of the Commonwealth and under the control of the United Kingdom. The UK begins the game with all transports in the build queue arriving on a timed schedule. This represents the poor preparation of the Allies in the first few months of the war. In June of 1943 the UK and India both gain jungle fighter ability.

<color=#009900ff>USA (Allies) -</color> The United States starts at war with Japan. The USA begins the game with all transports in the build queue arriving on a timed schedule. This represents the poor preparation of the Allies in the first few months of the war. In January of 1944 the USA gains jungle fighter ability.

<color=#ff704dff>USSR (Neutral) -</color> Will join the Allies August, 9th, 1945. If the Axis garrison within 10 hexes of Harbin falls under 160 strength it increases the USSR entry status.
+5 Allies each turn if within 10 hexes of Harbin Manchuria there are less than 160 strength points of Axis land units
  +40 January 1st, 1943
  +25 June 1st, 1943
  +20 January 1st, 1944
  +100 August 9th, 1945

<color=#cbb54eff>Nationalist China (Allies) -</color> China starts at war with Japan. Chinese non-oil units use no oil for upkeep. There are 3 possible Lend Lease Routes to China detailed below and in the rules manual. China has a huge manpower pool but a very poor army and very little oil. China is conquered when all of it's production and morale urban locations are captured including Urmuchi.

<color=red>Communist China (Allies) -</color> Is a minor ally of Nationalist China. They do not cooperate with any other country except the USSR. The Communist China capital, and only city, is Lanchow. Their non-oil land units do not use oil for upkeep.

Portugal (Allies) - Is considered part of the Netherlands in East Timor.

Unless otherwise noted above countries will automatically surrender when all their production and manpower urban areas are occupied.

<b>Special Rules</b>
Allied supply in Malaya - If Japan controls Kuala Lumpur (38, 43), Bandar Lampung port (41,35), and Saigon (43,50) supply is cut to Allied held Singapore (41, 41), Kota Bharu (38, 47), and Chumpton (34, 51) ports. This represents control of the surrounding narrow sea paths and aggressive aerial naval mining. Historically the garrison at Singapore was fooled into surrendering by Yamashita and his far inferior force. This special rule simulates that.

Pearl Harbor - The Japanese player may not draw supply to any port in the Hawiian Islands if the Allies control any one of the following: Kwajalein, Truk, or Saipan.

East Australia - The Japanese player may not draw supply to any port East of and including Port Augusta if the Allies control Rabaul.

West Australia - The Japanese player may not draw supply to any port West of and including Darwin if the Allies control Batavia.

USA Submarines - To accurately represent issues with malfunctioning torpedoes, US submarines start with a much lower surface value which impacts raiding conoys and naval combat. As time progresses with improvements being made to the torpedo their surface value increases.
At start US submarine groups surface value = 1
August 1942 US submarine groups surface value = 2
January 1943 US submarine groups surface value = 3
May 1943 US submarine groups surface value = 4
August 1943 Allied submarine groups will be allowed to enter the Sea of Japan

USA Oil - At the start of the war the Allies were logistically very ill prepared for the Japanese advances. Allied oil production starts low and increases over time to represent a lack of storage facilities, tankers, and oil production to supply the fleets.
July 1942 - +40 oil in mainland USA
October 1942 - +40 oil in mainland USA
January 1943 - +40 oil in mainland USA
April 1943 - +40 oil in mainland USA

USA Reinforcements - If the West Coast is invaded by the Japanese the US player will get several West Coast reinforcements appearing at the East Coast supply source.

Chinese Infantry Type Units (Nationalist and Communist) - All infantry type units, with a zero oil use, will have no oil maintenance. Their supply was physically delivered by manual labor. Their aircraft will still use oil to fly.

Allied Transports - To also simulate the unpreparedness of the Allies, they begin the 1941 scenario with no active transport pool. Over time transports arrive from the production queue starting in late March 1942.

Atomic Weapons - On August 12th, 1945 the cities of Hiroshima and Nagasaki will be destroyed by the atomic bomb if they are Japanese controlled. All production and moral will be set to zero and a black city will replace them.

<b>Chinese Lend Lease</b> - Not shown on map but shown in the rules manual.

Burma Road +5 production, +2 oil - Runs from the rail line from Rangoon (31, 56) to Myitkyina (32, 65) then over the road to Kunming (39,65). If the Axis cut any path along this route the Burma Road can't deliver it's resources.

Air Hump +5 production, +1 oil - Becomes active April of 1942. If the Allies control Ledo (30,67) and Kunming (39,65) this air convoy deliver's it's resources to China.

Ledo Road - +10 production, +10 oil - Becomes active May of 1945. This convoy runs from Calcutta (23, 63) to Kunming (39,65) using the Northern rail/road path going through Ledo (30, 67). If any Axis occupy this path resources are not delivered.

This scenario is best played as the Allies vs the computer. It is easier for the computer to manage the Axis forces late in the war than the Allied forces.
