OVERVIEW:  The Dong Feng 21D aka DF-21C aka CSS-5 Mod 4 battalion is a road-mobile Antiship Ballistic Missile (ASBM) unit, using a single, two stage DF-21D missile armed with a maneuverable reentry vehicles (MaRVs) armed with a 500-600kg conventional warhead.  

DETAILS:

The DF-21D is an "anti-access" weapon, designed to prevent adversary military forces’ access to regional conflicts, especially in the western Pacific, by enabling attacks against attack aircraft carriers or other high value surface naval targets at long range.  

The missile likely uses inertial guidance and both GPS and radar based terminal guidance. 
Though the launcher itself is mobile to reduce vulnerability, an actual launch unit requires support vehicles that can cover a 300×300-meter area, making it hard to move quickly and easier to detect. Also, the launcher is not made to travel off-road and requires solid ground when firing to prevent backblast and debris damage due to the hard launch, restricting its firing locations to roads and pre-made launch pads.
