OVERVIEW:  The HQ-16A aka Hong Qi 16 (Red Flag 16) is a road-mobile, medium-range vertically launched surface-to-air missile (SAM) using a Semi-active homing seeker.

DETAILS:     The HQ-16A is designed to provide mid-tier air defense against aircraft, UAVs, cruise missiles, and short- and medium-range ballistic missiles.  It is intended to fill the gap between the short-range HQ-7 and the long-range HQ-9 systems, particularly against low-flying targets such as cruise missiles.

The HQ-16A division consists of a division combat control station (C2), detection radar and three fire batteries. Each HQ-16A battery consists of four 6-cell launcher vehicles and a fire control radar. 

   An engagement begins with the detection of a target by the search radar vehicle consisting of a 76 nm range, mast-mounted IBIS 150 3-D PESA (E/F band (NATO), S-band IEEE) radar. This radar can detect up to 144 targets and track 48 simultaneously.  After tracking and designating the target(s) hostile, the tracking radar passes them off to the battery's L-band PESA target illumination radar for missile launching and illumination.   This radar has a range of 46 nm and can detect up to 6 targets, track 4 simultaneously and provide fire control for 8 missiles.
