It was intended to provide theater-level strike capabilities against concentrated enemy forces or infrastructure without escalating to strategic nuclear warfare. Its design likely reflects Soviet influence, incorporating a compact boosted-fission mechanism compatible with 3rd-generation tactical delivery platforms.

The bomb was designed for carriage and release by aircraft such as the Q-5 Fantan and H-6 variants, using either internal or external mounting. Due to its tactical role, it prioritizes relatively low yield with minimized fallout and reduced collateral damage compared to strategic warheads. The KB-1 would have relied on radar or visual bombing modes due to limited guidance systems of the era.
