The EW/ELINT variant was configured for strategic electronic surveillance missions under Project Phoenix, enabling monitoring and jamming of hostile radar and communication systems during the late Cold War and regional conflicts. The aircraft featured onboard workstations for electronic operators, fuselage-mounted antennas, and an extended operational range suitable for long-duration patrols and standoff missions. It was powered by four Pratt & Whitney JT3D turbofan engines, with a top speed of around Mach 0.81 and a range exceeding 10,000 km depending on loadout.

The designation “C” in 707-328C denotes a convertible passenger/cargo configuration in the original civilian version.
