OVERVIEW: The CSA-003 Scout is a modified light aircraft based on the Diamond DA42 Twin Star platform, adapted for airborne electronic intelligence (ELINT) missions. Developed by China for internal security surveillance roles under the People’s Armed Police (PAP), it was tested in 2016 but is not in official operational service.

DETAILS: The CSA-003 Scout is derived from the Austrian-built Diamond DA42, a twin-engine composite aircraft typically used for pilot training and surveillance. In China, this airframe was modified into an ELINT platform by the China National South Aviation Industry Company (CSAIC), equipped with sensors and antennas for signals collection. The aircraft retains the original two Austro Engine AE300 diesel turboprops, giving it a cruise speed of approximately 330 km/h and an endurance of over 8 hours with low operating costs. Intended for low-risk, long-endurance ELINT missions over domestic regions, its systems focused on monitoring communication and non-cooperative radar sources.

The designation “CSA-003” refers to the variant developed by CSAIC under a special surveillance configuration. The aircraft featured external antenna arrays mounted on the fuselage and wings, along with a ventral sensor pod for signal direction finding and analysis. The internal payload included workstations for ELINT operators. Despite its testing in 2016 under PAP authority, the platform was not accepted for full operational deployment, possibly due to limited capability or overlapping platforms.

FUNCTION: Intended for electronic intelligence gathering over internal regions, border monitoring, and support to domestic security forces. It offered a low-cost platform with long loiter time suitable for permissive airspace signal monitoring.
