1792 Grand Campaign - Generals Mod

Overview

All of the Generals that appear in the 1792 through 1805 scenario's are modded in this file, to appear when appropriate.

There were arbitrary decisions to be made; for example, some of the Generals that appear in the generals.txt file for the
1792 Scenario, also appear in later scenario's, but with different rank and more importantly, different skills. The difference
in skills is, I surmise, linked to one of these 4 issues:

1) As the general got older, his skills slipped
2) As the general got older, his tactics became dated
3) The General became less effective at a higher rank (commanding more troops)
4) Some or all of the above together

Consequently, I opted to use the LOWER skill sets for any Generals when these duplicate entries occurred, EXCEPT in cases of
Famous Generals such as Blucher (for example), who proved themselves to some extent long into the wars.

IMPORTANT! - The French General Dumouriez has the same Special Ability (+20 to National Morale) as Napoleon does. Therefore
I strongly urge that this General be removed from the game the turn before Napoleon enters (turn 42). It would be unfair to
have both of these benefitting France at the same time. I'd have removed Dumouriez special ability, but I suspect France needs
it early in this campaign. The French player can use the "Remove General" treaty clause to remove him.

I cleaned up a little bit of the General locations, particularly 2 for turkey and 3 for Austria, that were clearly starting
in the wrong provinces.

Note that some of the 1792 Generals will be quite old - in a few cases 90 or so - by 1815. This can't be avoided since there's
no way to mod them out at a later date, other than manually in-game using the Treaty "Remove General" clause.

Kutusov

Russian General Kutusov begins the 1792 scenario as a diplomat. That's accurate, but unfortunately he can't be in two places
at once, and in 1796 he enters the Campaign as a very valuable General for the Russians.

Accordingly, I removed the Kutusov Diplomat from the start.txt file. Russia still has 2 other competent Diplomats so they
should get along fine without him.

Files Modded:

COG2Generals.txt (for Generals, as above - a few starting province locations for Generals fixed)

COG2start.txt (for removing Kutusov the Diplomat, as above)

COG2Players.txt (increased Promotions value for all Nations, long Campaign requires more room to promote through Fame)

No other changes made to any files.
