I don't think it's a bug. I have yet to see the Shakturi because all my games are slow tech and starting empires. My current game is around 2900 and still no Shakturi. At this point even if they show up I doubt they would stand much of a chance.

Yes it is always them who declare war on me. I guess the problem is I bombard their planets? Would I take a hit for invading the planets instead? I don't think I should be taking a reputation hit for defending myself.<br/>
