I can't answer all of your questions, but regarding assigning artillery to HQ's, remember that for the Soviets the CP limit for armies drops to 18 by 4/42, so assigning them to fronts seems like a better plan.

I tried to do the mission focused SU assignments, but it is a PITA and made my brain hurt. If I had to step away from the game for two or three days I would often forget what I was going to put where.

I have a current game as the Soviet against German AI in mid-January 1942. I might try an airdrop or two as an experiment. I have two near breakthroughs in progress.

I had always assumed that weather would affect airdrops. Seems like a curious omission.

Yes, the manual also states that interdiction is dependent upon the detection level.

I'm far from an expert, but based on what I see in the pic, I'd attack east first and take the ports in order to fully isolate LG before assaulting it. If you are close to December and running out of time before the blizzard, push the assault.

I'd like to add the suggestion that the Soviet player disbands fortified regions that will be nothing but speed bumps in order to move equipment to the production pool for the Moscow forts to use.

Six total SU's from all of HQ's involved in a single combat can be committed. In urban hexes its 18. SU's attached to combat units are always committed. The only combat units that artillery can be attached to are forts.
