French Auto-surrender

Playing the 1940 scenario as the Allies. Although I have the Axis still penned up in Belgium, on the July 17 turn, France surrenders! No Axis unit in France, let alone in Paris. Has this happened to anyone else?

Just had four Austrian militia units march into Friendly Neutral Prussia as part of an army attacking me. Isn't this against "the rules" and has anybody else had a similar experience?
