Just got it downloading now can't wait to run through a few scenarios

I was wondering if it is not already there is there a ranking system to see which officer is best for each council without out looking at each individual officers stats to find out who is best for each council.

For the life of me can't figure out how to place minefields /obstacles what do you have to do ?
