I haven't been able to get this to work. Any regime that isn't already Friendly requires an impossibly high skill roll. The Plea of Friendship card raises relations without requiring a skill roll.

I invest and re-invest into BP, resources like metal, and IP. Minimal military for a while, just enough for defense and a little exploration, claiming hex perks or non-aligned territory for prospecting. Combat Value in the mud

So it's October, the mud has arrived, and all of my units have their CV cut to 1 or 2. Fully manned, fully supplied. The manual makes it sound like mud's only effect is on movement (and consequently supply range) and air missions. What am I missing?
