Used Points are shown when resources are transferred to units or between zones. In case of assets like mines that are inside your zone they produce directly to zone stock visible in items tab and then the zone stock is send out using truck station to SHQ so the used points goes from city not from ...

Zone's inventory contains public food only so they do not use it directly, but they consume food from SHQ sent for free. If you block sending it back to SHQ it may cause problems.

In your SHQ you had after sending to zones 4975 minus food for units 1183 so you end up with 3792 which is exactly what ...

The earlier answers are correct. I did a check and removed all irrelevant roads, I kept only rails and one road to the front line.

What is your security council Covert Ops? I loose some spies constantly over time, but to loose all each turn sounds indeed suspicious.
If this is not a bug or your AI become conscious and exploit zones logic 😉 I would double check manual at 5.14.2.3. LOSING SPIES if there is anything that matches.

I don't think you can turn it off. Maybe you can try different planet history with less remaining GR technology.
Or you can change the strategy.
I remember similar situation with farmers having walkers, but when I noticed it I stopped my units and started diplomacy. Invested into good foreign ...

If your early nearby Minor regime is a Surviving AI then it may be tough as described it the manual 5.4.2.4. SURVIVING AI.
Looks like they don't attack if your tech level <4 so I tend to passively block them without attacking and even surround giving exit path to slowly push them back without ...

Metal is rare and I never had it close to the starting location but yeah it depends on planet and RNG. Usually you have to rely on scavenging and good governor to increase the output. My prospecting could discover metal level 1 or 2 in my zone. Later I could find better metal on next minor regime ...

Maybe it was because of your truck logistic assets? Thay consume some fuel to provide logistical points.
