Ok, after a reinstallation of my data directory and all the pertinent files, success! I now can see the BMan's Usability Settings on the menu. I think what my problem was, was not renaming the blank.xbig file to system.xbg. <grin>

I followed Plodder's instructions as well and it seemed to work for me. The only thing I'm not getting though, is the menu to change the options. Any help?
