Why a 2500m target is out of range for a 5000m max range mortar

The database shows that all the munitions' range of the mortar is 5,000 m, but when I select a hex at about 2500 m it comes out to be "out of range".
Is this because the target hex is much higher than the mortar hex? If so, how can we get the ACTUAL range for indirect fire unit?

I checked and confirmed the problem with the saved game file. I have posted this to JIRA for the developers to look at (FPSS-4803). If you change the state of the mortar unit (from Hold to something else), it will then accept the barrage order. However, having a Hold order should not effect that.

The problem (bug) is that the towed mortar's range is not taken into account because the unit has not yet dismounted (and the unit needs to dismount in order to fire a towed mortar). Without the towed mortars, the max indirect fire range is 0m, and 2500m is deemed out of range.

Bug fix on the way.

The work around is as Charles suggested: issue a new static order first (from Hold to Screen or v.v.) so the unit's status changes to dismounted, after which the mortar's range will be included in the range check.
