How Do I Turn Off the Game Launch Splash Video?

The easiest way to do this is: In Windows File Explorer, copy/paste the file Video/novideo.txt to the top-level game folder.

To restore the game launch splash video, simply delete the novideo.txt file from the top-level game folder.

My map scrolling is painfully slow, and the game plays sluggishly. How can I speed things up?

Try any or all of these:

[*]Toggle OFF Options > Scrolling > Smooth Scroll.
[*]Toggle OFF Options > Labels, showing map labels only when you need them. Commit to memory the ` (backquote) hotkey for this purpose. Labels slow down the map action fiercely. This is probably the single best thing you can do speed up map action.
[*]Run the game via Vietnam_no3D.exe. That will diminish the graphics overhead tremendously.
