There isn't one and it isn't on the current task list. I imagine that it would be very hard to do with the current system.

I'd love to have such a feature too. Currently you can use screen notation apps to do that. Problem is whatever you draw isn't anchored to the actual game map but to the screen: it stays in place when you scroll the map.
