Counter density

Looks great, so excited. Question on something that bothers me in WITE/WITW: did you maintain limit of 3 counters max per hex ? It is strictly limiting compared to historical capability of Russians for instance to put a huge density of units in a given hex (Stalingrad, final combats approaching Germany...).
As I remember when you had a fort counter you could as a matter of fact only have two other counters only put in the hex, and a corps or a air counter was counting as 1. Regarding corps asset allocation (extra batallions or regiments attached) is system similar to WITW or did it evolve? Thanks in advance

but the system around Support Units (& multi-role units) is very similar to WiTW

I think they said they would maintain 3 counters per hex (not counting off map support units, of course). Soviet way of putting large number of troops is made trough corps. They can form one counter corps (which were, irl and in game, like oversized divisions) so you can stack 3 corps per hex playing as soviet.

Whilst we have maintained the three counters in a hex limit we do have a new tool in the box.

Fortresses (City Forts) can be created in urban/port hexes within friendly national hexes (i.e. Axis can only build them in regions owned by, or allied to Germany, on 21 June 1941) and are a 'container' that can hold up to 10 on map ground units but with a stacking limit of 100 (where corps=15, division =9, brigade=5, regiment=3, HQ and support units=0).
