Why are the Romanians frozen for turn 1? They started fighting the Soviets same time as the Germans on June 22 1941 not June 29 1941?

I'm no expert but Wikipedia states that while fighting started on June 22nd, Operation München (the invasion of Bessarabia) didn't start until July 2nd.

The Romanians waited until 02 JUL to invade.
