UNIT TRANSFER FROM NATIONAL RESERVE THEATRE BOX

I'm having problems getting any Russian units in the NRTB to transfer to the game map. First, I go into the NRTB, select the unit(s) and then select "Transfer to Map". But, so far (5-10 turns later) I don't see these units appearing on the map. I either use the default NRTB arrival hex (Moscow) or I designate one, as described in the manual. I am receiving the scripted reinforcements, but so far nothing I selected from NRTB. I'm meeting/exceeding the requirements in the other TBs. Right now I'm at 17 May 1942.
What am I doing wrong?

1.Have you restarted the game already? (occasionally weird things happen to software which can be fixed by restarting :D )
2.Some Units in the Reserve TB are SU (Support Units), those do not show up "on MAP" but rather get attached to the higherst HQ you have (Soviets: STAVKA).

In my Soviet campaign game my SUs from strategic reserve never seem to go to STAVKA. Instead they go to random army HQs across the map. Is there some way to control this better? The game won't let me assign an SU to an HQ before sending it to the map.
As it is, I send out my SUs from reserve then hunt through the commander's report the next turn to find out where the heck they went and then try to send them where I want them. I MUST be doing something wrong...
