Romanian Role?

As Germany in Grand Campaign; how do you use the Romanian units, what role and location do you assign them?

Without changing their morale and if you play with TB control, use them until you clear Odessa. Then they will bravely be sent to garrison the Soviet TB for the rest of the game so you can free up German units.
If you don't play with TB control, then I dunno, keep them away from becoming Guard farms in the rear to provide "depth".

Use Axis Minors as cannon fodder. They have very low firepower, but they generate a lot of manpower (which is wasted if you send them all to TB) and have a good capacity to absorb hits. On the offensive give them some extra firepower (German pioneers and/or air support) and use them to clear pockets. On the defensive always stack them with German units. Two German regiments stacked with a Romanian division are at least as good as a full German division. (Just make sure the Germans have more CV overall, so you don't end up with a Romanian commanding the battle!)
A good rule of thumb is that a normal Romanian or Hungarian division corseted with some Germans is roughly equivalent to a German regiment. The elite Axis Minor divisions are roughly equivalent to two German regiments.
You can also use Axis Minor regiments to build and maintain backup entrenchments.
