Can supplies be airlifted to depots?

Can supplies be sent directly to depots by air transport? It seems like when I airlift supplies, they are allocated to units in the hex (even AA units attached to an airfield), rather than replenishing the depot.

Yes they can and are.
What you are observing is, that when an Air Transport arrives at a depot it starts a routine which will send out supplies tonearby units (range is the Hex itself and all adjacent Hexes).

What about airlifting supplies to a port, which then exports supplies to another port?

I'm pretty sure a port will not initiate exports due to an airlift.
