I have been trying and failing to move air units from the map to Finland (in short supply of air).
1. I put a map air unit in the National Reserve (takes 1 turn)
2. Once in the National Reserve, you can't move it immediately (just arrived)
3. The next turn the unit in removed from the reserve and put back on the map. This is done prior to Air Planning & Execution phase

What am I doing wrong?

Check the game settings.

My guess would be that you have the AI air assist box checked.

uncheck it if checked.

That's right. AI is on and AI puts the groups back on the map even though I trying to get them to a theater. Via trial and error, AI only does this to certain German groups...

What's odd, it happens outside the air planning phase.
