Locked HQs not working?

I have HQs locked in my StB PBEM campaign. But the last few turns, I find support units in my HQs that I didn't order.

Dumb question, but could they be scheduled reinforcements and that is where they are set to arrive?

I'm not sure, but I think that might be possible. You can load scenario in the editor and check a few of the support units by name and see where/when they start. If you have a save from just before the support unit moved to the HQ, and one at the start of the turn when they've arrived, and can zip them up and attach them, we could determine where the unit came from. Another thing that could happen is if a unit with a support unit is destroyed, it's possible the support unit would go back up the chain to a frozen HQ (at least I think that could happen). Might be another explanation as well that I'm not thinking of.
