RAD functionality described in manual for ports seemingly bugged

The manual says:

Image

This does not appear to work (tried in the Crimea area).

In the save attached, there is a RAD assigned to XXXXVI motorized corps which should deploy at Genichesk, but does not deploy anywhere.

Also there is another RAD assigned to II Rum. corps which should deploy at the port of Yevpatoriya (or possibly Sevastopol) but does not deploy at either.

On the other hand, there is a HQ XXXIV corps which is on Perekop, and it deploys fine for regular rail repair, but that is connected to another already repaired rail hex. It is not a port hex, just normal RAD repair.

So from this it appears normal RAD repair is working normally, but not this port repair which should be possible according to the manual.

I tried it not just for 1 turn, but 2 turns in a row and it was still not repairing after a 2nd try in a row. Saves from the attempt:

It may be that only the FBD/NKPS repair will work from a port. Has anyone seen that work?

AFAIR in WitW you needed those FBD-like repair groups for the initial port rail repair, once repaired the smaller units could then chime in

OK, I just tried that as well using this save.

From this save, the Romanian FBD can NOT repair Genichesk port. However, it can repair Yevpatoriya.

So it seems it does at least work in some cases for FBDs, though not for others. But from what the manual indicates, it ought to work for all ports, and more importantly also should work for RADs. It is kind of ridiculous to have to move an FBD to a port (without repairing the rail on the way to the port) rather than a RAD to be able to repair it, because the point of FBDs is to repair a long line, whereas RADs are supposed to slowly fill in smaller bits. You would basically never do that, moving an FBD to a port but not repairing along the way, because it would waste a large amount of FBD movement.

How about sea transporting the FBD?

That's probably because a sea path can't be traced from the port to another in supply port. I don't see any of this changing.

I have been trying to do this in an Axis game I have been playing with the Romanian FBD, and it appears to not be working, in particular for Nikolaev. This is despite the fact that there IS a sea path being traced and Nikolaev port is receiving supply on turn 7 (but was not receiving it on turn 6).

HOWEVER, I can do this for Odessa. Just not for Nikolaev.

In the zip file attached are saves from turn 5 and also from turn 6. In both cases, if you move the Romanian FBD to Odessa, you should see it can repair from here, but not if you move it to Nikolaev.

I waited until turn 6 to report this because I thought maybe it needs a turn wait to start working (similar to how ports need a turn wait after being captured before they start receiving supply). But that seems to be not the case.

My guess is maybe the fact that Nikolaev has those weird ferry hexes might be messing it up somehow???

When I get it back for turn 7 I will try it then also.

BTW, I can't tell if it works for Kherson yet because on both turn 5 and 6 the Romanian FBD was a hex or 2 too far away to be able to reach there with the 3 MP remaining needed to repair.

It would be nice if this worked properly for Nikolaev in particular, because it would make a lot of sense to be able to have the Romanian FBD skip forward to Nikolaev and start repairing eastward from there. That way rather than having a bunch of freight shipped to Nikolaev and Kherson and then having to send it forward by truck, you could ship freight there and then start sending it forward by rail more quickly. Not being able to do this is messing up the rail repair/logistics plan I had planned on.
