Is there a good thread on how to install the DLC in the current version of WITE 2?

Using Steam I can't help. But there were other people with similar issues recently. You can try this (if you have the same issue as the guy
in the Thread).

I think that I figured it out. Do this:
Download the latest patch to the game then launch it, it will say you have the latest version installed, ignore that.
There is a drop down box that has the main game and the steel inferno DLC, click Steel Inferno DLC then in the box under it put in your serial number to the DLC and run the patch. That should do it.

A drop box does not exist only "Website" and "Close" boxes.
Will the Steel Inferno download be modified so it will work?
Why have Steel Inferno available for sale if it cannot be loaded?
I have a large number of your games and this is the first time I have had difficulty in loading a game.

@riflebrigade - what exact installer are you attempting to run? Can you please post a screenshot of what you are seeing?
