Can't do any rail repair with this FBD. As you can see there is no RRC value.
The same for any unrepaired rail hex. The other 3 FBDs are OK.
It's TOE is 54% maybe that is the reason but it can't be put on REFIT.
My game with Stephan.

It's all about what support units the unit has attached, although very bad weather can reduce the RRC. I looked at your save, and assume the issue is weather/unit fatigue issues and possibly low on supplies. I ran it another turn without moving the unit and it had some repair capability. I don't see a bug here, just something that can happen.
