Introductory scenario "Road to Minsk", Soviet side.
23rd Mechanized Corps HQ don't have a commander. Can't change it.

That unit is not set to be a HQ in the data. That's why it doesn't have a leader and can't get one. That needs to be fixed in the scenario data. Thanks for the report.
