If you find errors, or have better solutions/ideas, let me know. It's the best I for now can come up with, found some errors in other's peoples work (either 80years ago or people in recent times creating those sources) and for sure made my own.
I used some Google autotranslate for homepages for some sources, after a while I found that in one occasion this translator simply erased several words (including some 76mm guns), I hope that did not happen without me realizing another time.
There's lots of more uncertainty, so there are guesses to be made.
Especially guess-heavy is in how far Recon and Sapper Squads were changed for the 1942 and following TOEs (when the large manpower decreases happened) and further, how they changed in 1944→1945 when the TOE was reduced by another ~2k Men, I decided to remove the 5xarmored Recon cars for that reason, they are never mentioned anywhere after the 1940/1941 TOE.
General Note:
- As said before Recons/CavRecons/Sappers are a difficult thing to make accurate without the actual main or exact sources and/or creating more Squads.
- Sometimes it feels weird when/why parts of the OB are being called Battery/Platoon or Company/Squadron and so on, NOT concerning their "branch affiliation" but in terms of their size, not sure if that's translation issues or if it was rly that much messed up.
→ an example I want to point out for that is the "AT-part" of the Division, which seems to remain 8x45mm, but is called everything from Battery to Battalion.

Altough it is possible that the sources forget about something "inside" it in the later (unknown) TOEs (e.g. PTRD(?)).

^1 The total for 50mm given is 60, and [1] leaves out the mentioning of the 50mm Mortars in the Platoons, which already existed there in 41. There are 60 Platoons 4Rgt x 5Co x 3Plt = 60, so it is likely that the Platoons kept their mortars (at that point), supposedly in 43 they were switched and then until/in 44 re-established.[5] If we'd take the 12x50mm given in the Regimental Mortar Company this would give us 12x4=48, either not 60. So it all does not rly add up except using the 1Mortar per Platoon, which I'll do.
Now the question is how this "Mortar Company" may ended up in this slot. In [5] it is mentioned that during 1942 a "Anti-Tank Mortar Platoon was added to the mountain infantry regiment structure"[5, p.48], which equals the name to some degree at least, those were (most likely) 6x125mm "Ampoulomet Mortars" (fire-ampule/vial thrower). Assuming those are being meant and them not being available in game, the addition of 1xFlamethrower Squad seems appropriate.
Another possibility is that this 1942 report was influenced by the removal of 50mm Mortars from the Rifle Companies to make a Regimental Light Mortar Company (18x50mm)[5], but then the 18x4=72 also does not add up to 60.
Sidenote to 1942:
"According to other documents, as of April 1942, in the Mining Division in the staff No. 04/750 (in fact, this is the number of the Rifle Division)"[1]
→ This may explain the "copying" of the regular Rifle Division's TOE in game for Mountain Divisions, at least partially. I'd assume the referred document originates from some converted MRD→RD in early 1942, but just a guess.

Notes:
^2 Confusing MG and MP is easy to make with translation issues. But numbers of HMGs of 72 fit the 3Rgt x 2Btl x 12HMG =72. So it is evident that the "MG/MP" Company in the Regiment is a MP/SMG Company. Also [5, p.48] states so.
^3 A possibility for this "typo" may either be actual changes for the Divisional TOE or some mixing up between Mountain Brigade and Mountain Division TOEs, since "All the brigades were designated as mountain rifle brigades, with a new
shtat (№ 04/77) being issued for them on 13 January 1945. The shtat authorized each mountain rifle battalion in the brigade to have nine 82-mm mortars"[3]. ...or just some Divisional Battalions actually used Brigade Battalion's setups.
^4 Sources vary or already debate reasons for uncertainties. To me it seems like, since later on (all) Mountain Divisions were inside Mountain Corps (3rd Mountain Corps[2]), that all 122mm were stripped from Divisions to go to Corps Artillery Regiments since "The 98th corps regiment was fully armed with 122 mm howitzers (26 guns)"[2] altough "The corps artillery regiment was supposed to have 28 guns: 16 76-mm divisional guns (USV or ZiS-3) and 12 122-mm howitzers (M-30)"[2]. In the following section I'll try to come to conclusions regarding the Questions for Recon and Engineers.
The Sapper/Engineer/Pioneer Question

The Recon/Scout Question
For the Regimental part there seem to be not much of a change Regimental Recon manpower staying ~70-75
Divisional Recon manpower got a massive decrease in 1942 and stayed that low.
As mentioned before, the 5xArmored Car will be removed after 1941 TOE, since never mentioned again.
Without creating new Squads, the Regimental Foot Recon will stay the 11Men [10xSMG+1xCarbine] Squad (which I assume is based on some later Mech/Tank TOEs).
