How to use: Unzip to CMO installation folder, answering "yes" to any overwrite prompts.
NOTE: Because of name changes in some of the tutorial files, it is recommended to first (backup and) completely wipe-out the existing "Scenarios\Tutorials" subfolder and then replace it with the updated tutorials.

NOTES:
1) This is a "hotfix" release for a number of reported issues. We are "soft-releasing" it here prior to official distribution in order to get it to those affected by the issues ASAP (and gather additional feedback, in case we've missed something major). If B1328.14/15 are working fine for you then feel free to wait for the official release.
2) The exe is "unsigned" and thus it is likely to trigger a lot of false-positive AV alerts. If you are uncomfortable with this then wait for the official release.

CMO Build 1328.16 Release Notes (changes from B1328.15)

* SIGNIFICANT MODEL TWEAK: Velocity filters for air & space-search radars.
Until now, radars with an air-search capability and those with space-search (ie. ASAT & ABM) capability were separated in their target detection capacity by altitude and target type; ie. air-search radars could detect aerodynamic targets within the atmosphere, whereas space-search radars could detect BMs and RVs outside the atmosphere. While broadly accurate, this abstraction left a lot of unrealistic cases: For example a fighter radar could detect an RV in its terminal phase, or endoatmospheric guided weapons such as hypersonic missiles where not detected by BMD radars.
IRL, radars use velocity filters (in addition to altitude ceilings) to specialize in their search task and minimize false contacts etc. Command now correctly replicates this behavior, with some assumptions for the minimum and maximum velocity values:
- Air-only search radars may detect any target from 5 knots up to Mach 5
- Space-only search radars (ie. BMD/ASAT) can detect any target from Mach 2 up to "unlimited" velocity
- Combined air & space-search capable radars use the full velocity spectrum
This addition allows more realistic representation of the capabilities and limitations of each type of radar, against the full gamut of endo- and exo-atmospheric targets.

Got it to install finally, but more of a struggle than normal. Defender eventually allowed me to download through an exception. But Win11 wouldn't let me create an exception for the exe to copy into my C:\Matrix Games folder. Ended up turning off Defender temporarily to get it installed.

Sadly I cannot download it from either source. I keep getting the same error message

"Virus detected",

File size being downloaded is 42.6mb and I cannot override Windows Defender as it will give me no option to keep it. It briefly tells me there is a "Trojan" in the file and then that window closes as fast as it opened.

I'll try turning off Defender as mentioned above.

That worked.

On the download, you can go into protection history and there is a little pull down that intially says severe. Change it to keep or safe or something like that. Download it again and it will take.

On turning off Defender, just make sure to remember to turn it right back on after you copy the exe.

That is what normally happens, but with this file, there was no options to "Keep" or "Quarantine" or "Delete" which was unusual. As a rule, its just a case of selecting "Keep" and no need to redownload.

Whatever I say dot Windows Defender It will not download the file.
Is there a adjustment possible?

As I said above, you can turn off Defender temporarily. I typically don't recommend that, unless you know what you are doing. This is a beta so if you don't feel comfortable managing the Defender app, I would wait.

Does this mean there's side effect that hovering (=0 knot) helicopter can avoid detection from air search radar?

IRL, I'm pretty sure hovering and even slow moving helicopters can't be detected by certain radars. Its the main blades that are likely to be detected but, again, only certain types of radars have the built-in capability. More modern air search radars are more likely capable.

Just as .15 patch this update also has a issue with passive sonar on ships and submarines. I tested a few modern subs and ships and they cannot detect each other no matter what surface level. I was putting them almost a few hundred feet apart and unless they surfaced or used a periscope they could not detect at all. But the active sonar works fine. I re-download the .14 version on steam thinking maybe it was a issue on my game but it works fine on .14. Both .15 and .16 have this issue still.

Sonar issue has been posted on Tech support. It will just get lost here.
Also wasnt the whole Cobra manoeuvre myth perpetuated that it could break a radar "lock" by making an aircraft briefly appear to be stationary! (Discuss 😉)
