Manilla requires 3 groups for example.
Singapore 3 groups.
Rabaul 3 groups.

Here is my view (Allies side turn one). I see 4 ships, does it mean 4 groups? But I was able to evacuate Manilla.

And I was able to go to Port Moresby. [:D]

But same question. I see two subs.

Plus 2 ships. Is it not 4 groups? But I was able to unload the Philippine Division (so no port blockade right?).

Is it 3 naval groups in 3 stacks?

kennonlightfoot will surely complete by saying what are those ships.

I removed coastal ships from the groups able to blockade a port. But it should work.

Outside Manila the groups consisted of 1 CVL and 3 DD's.
Outside Port Moresby there was one sub unit and 3 DD's (could be two but I usually put an extra in case Allies move a LBA down and get a hit. I'll verify on my next turn.

You might also check the Lingayen port. There are four coastal blockading it.

Looks like all the blockades failed.

Normal for the four coastals, they don't do port blockade anymore.

For the others, looks like there is a problem to investigate.

I have reproduced in hotseat mode.

I have moved 1 CVL and 2 DD in the first group and 1 DD in the second group. Thus 4 naval groups acting in theory.
But, there is no port blockade.

One of the naval group is attacking convoy.

Near Port Moresby, one stack with 3 DD and another one with 1 sub. Thus 4 naval groups acting in theory.
But, no port blockade just port supply interdiction.

Going to the next turn, still no port blockade.

Still the convoy attack.

No port blockade in Port Moresby.

Just the port supply interdiction.

My best first Allies turn since long... [:D] And my best Pearl Harbor attack... Waiting Beta 6 then.
