Changing formations

Should I be able to change formation when the formation % = 0? I'm still learning the game by playing the starter scenario. I noticed that I was able to change formations even though the formation %= 0. Is this correct?

Yes as long as you have enough movement points to make the change. I think the formation percent is the chance of changing formation WITHOUT penalty. The penalty is losing all remaining movement I think.
So Formation % = 0 means that if you have enough movement points you can change formation, but it will use up all of your remaining movement points.
Check page 24 in the manual.

I did lose all my movement points when I changed formation.

Actually, I was looking for info in manual on skirmishers and found this on page 46, which seems to contradict what I said about changing formation above. So maybe best to wait and see if Gil or Eric clarifies what that number really means.
"When considering whether to change a unit’s formation or
mode it is important to check the percentage number indicated on the button.
This number, based on the unit commander’s “Command” rating, terrain, and
other factors, represents the chance of changing successfully and not losing the
unit’s remaining MP’s as well as becoming “unprepared” to fight"
I added the bold and italics.

You should probably have highlighted the rest of it as well. The way I read it at 0% you will lose all remaining movement points and they will end up unprepared to fight.

Guys, thanks for the input. However my issue / question is; When deploying / recalling skirmishers fails (and MPs are reduced to zero) you can still move the unit as long as you don't de-select it or click on it again.

I dont think you are supposed to be able to do that. Sounds like a bug to me. I haven't tried to duplicate it, but I'm sure Eric or Wil will try.
