Is Nation -1 bugged in Upgrades.txt?

When 27 (IDS_UPGRADE_AMMO) is added to either side on the Upgrades line in a scenario file, the Extra Ammo icon appears on the top of the Force Selection screen but, when selected, it cannot be applied to any team. However, if the Nation value in Upgrades.txt is changed from -1 (All) to 0, 1 or 2 that allows the Extra Ammo icon to be given to a team.
IDS_AWARD_LEADER (0) & IDS_AWARD_GUNNER (4) are also coded as Nation: -1. I have yet to see either awarded in-game. Possible that the Nation -1 value is bugged for these upgrades as well?
btw - the fix for the Extra Ammo bug was to create two additional IDS_UPGRADE_AMMO entries so each nation (0, 1 & 2) have their own ammo upgrade.
