The converter generate slowly hydrogen and caslon into the cargobay.
Only Resupply ship are able to use this gas to refuel themself, all other ships need to dock to refuel.

Dock to what? Are they cross loading the fuel and then refueling from what was cross loaded?

You mean you design a military ship with the converter, Cargo and 1 docking bay, so 2 of them can dock at the other and get refueled ?
Theoretical possible but very ineffectiv. The converter is very big, you wasted alot space you could use for weapons/shields/fueltanks.

When you got the converter researched, you allready at the high tech area, a few more fuel tanks on a design don't made big difference anymore.
Or you use resupply ships as flying fortress, they can refuel themself.
