I now have a colony that is producing 4 resources in addition to it's base 4 resources... is there a maximum that it can "make" as a result of being at a particular size and development?

The maximum number of resources that any one location can produce is 8. Size, location type, population, and development level don't factor into this. However, mods can add resources which can only be produced at colonies with a population which has exceeded a certain threshold value, so if you're playing with such a mod then population, size, and development can play into the actual number of resources produced at a colony.
