Do these guys aways do there stuff. It seems like there are fewer of them out and about in the last 2 turns. I'm on turn 6 atm.

I think it depend on which HQ:s who have the construction battallions. Transfer more construction battallions to your Army groups. Those at corps level seems to help more in digging than rail repair.

They'll fix what they can within a certain range, based on the type of HQ they are working for.  The direction they head is a bit random.

crap I should have had all of them in the Army group HQ's. I've lost plenty of rail repair due to this.

I try to have 8-12 minimum in each Army group, a couple at each army (a few more in important sectors). Corps get usually one or two construction battallions to help digging (and a few more prior to 41 Blizzard).

And don't forget to lock your higher HQ:s so they don't give those engineers away for some useless work in some distant Corps HQ

Well this mistake is going to hurt my overall supply situation going forward. This isn't something I would do in a future game. There are simply some mechanics that you have to understand by doing.
