guards upgrade

so no engineer regiments. Thus no guards engineer regiments. leads to: 1942 better units now weaker.
And we can't even upgrade the engineer battalions to Guards.

Some are very experienced and deserve a pay raise.

Do the rifle brigades and navel rifle brigades still upgrade to guards?

And I won't even ask about those poor ski battalions. They are quite jealous of those airborne battalion units which can upgrade.
