Changing Production Factories

I remember in the game War in Russia you were able to change production in factories to start producing new AFV's or planes earlier.

In WitE, I don't see this ability. Am I missing something. I'm in the Grand Campaign 1941.

not possible. In WiR it was too easy to produce all-Fw190 and sweep the soviet a/c from the sky.

Thanks, it would have been nice to start dev of Panthers or Tiger early.
