It's August 1943 and I'm playing the Soviets. According to the Production Screen I have over 7,000,000 Resource stores. And I have 144 resource points. But the Logistics Event Log says that I lost over 40,000 supplies that were not produced because of Resource Shortages. Should we be dipping at least a little bit from the stores?

These stores are likely in former Soviet area like Donetsk. Those are not transported West

Further into the game now. I've gone from 144 resource points to 165. At 144 I was having over 40,000 supplies not produced because of resource shortages. Now, at 165, I'm having 57,206 supplies not produced due to resource shortages. How can producing more resources result in a higher resource shortage?
