This could a minor issue, in logistic report are shown upgrades also for russian units,
I would like to have all this tanks and guards regiments [;)]

In a more recent game version this shouldn't happen anymore, at least I haven't seen them in logs.
Anyway soviet units will be removed from most scenarios in a future update.
