On turn 1, if I change objective for an amphibious hq the preparation drop to 49.
I supposed that it was possible to change objective without penalty. Am I wrong?

You were wrong.

If you want to do the D-Day scenario but land at a different site, use the May 15, 1944 Grand Campaign scenario. Change the airborne and seaborne target hexes in Turn 1, wait two turns, and you can invade at your new targets by turn 2 (if the weather is good) or turn 3.
