I am running version 1.059 of the game. I am playing the Global Glory 1939 scenario in PBEM.

I am really under the impression that one sub is not upgrading. This sub highlighted in red is with me from the beginning. It has started at 2 in attack. Since then, I have bought other subs and the attack tech level is now at 3.

But, this sub in particular is still a 2 level in attack (the two torpedoes).

Perhaps I am missing something, I bring it back to Germany to see if it will upgrade next turn.

Use the function to resupply it.

Torpedo icons are left ammunitions though, which are capped at attack value.
Thus the Sub is upgraded but it does not automatically add a new ammunition. you have to spend supply for.

Sorry, I am sure how it works. On which button I must click? Is it only one truck needed?

Since there are three barrels displayed at bottom left of the sub it indicates the unit has been supplied this turn. And, according to the manual, I have nothing to do:

I think I have to wait for the sub to have only one torpedo remaining.

At the top right you have Supply Amount and a few other buttons. Move, Move in Strategic Mode, Select Stack and then the Supply button (Three Barrels as icon).
Select the sub, click the Supply button, click on an adjacent region with at least 1 supply point.

It is only available when there is 1 torpedo left. With two, it is not available:

In fact, it is only when your sub is leaving the port that the supply is automatically done spending one truck. See my sub is now having three torpedoes (and it only works because it has only one torpedo left):
