(Oceania) How does the Port Assault transport contract work?

MTHs will sometimes offer "Port Assaults" directly into an enemy city. If you make such a contract, the logistics points will appear on the map, but you can't actually move any units into the target city hex.
I'm fine with it not being possible to land units directly into the city hex (would feel kind of overpowered), but why is the contract offered if it's not usable? Is there some situation where it would be useful?

The issue was that it takes a turn after declaring war for the port assault to become possible!

Or maybe not? It showed as possible for one turn. I didn't click back then, and since then it hasn't showed up as possible anymore. Unit weight is within the available points. Confusing.

I had this problem too when I tried a port attack. However, I didn't declare war and re-invade that port, Instead I picked out a beach hex in a non-aligned zone and invaded there instead. I agree that the sea transport contracts are a bit confusing!
Another question ... do transport contracts allow for reciprocal shipping? I have lots of oil being mined in my colonies, but my SHQ in the home zone (and my units in the colony and at home!) are still starving for fuel! I did enable sea zone shipment of resources in the SHQ menu(as suggested in another post), so I don't see why this is still the case. Well, must investigate further

Shipping is a Logistics Connection, same as Train, Trucks and Airbridge.
Multiple SHQ do not automatically share resources. You have to do those transfer manually. One reason I generally advise against using SHQ's.

Like zgrssd said, you have to use the Transfer button in the top right to move resources between different SHQ's.

Yeah, beach invasions work as I'd expect.
However, help from Discord helped me realise that the reason in Port Assault's case might be that
if the hex has full 16 enemy units, it prevents strategic move, even though you wouldn't really expect that with a naval invasion. I've only been trying it against Raider Regimes that stock their capital full, and it might be that on the one turn it looked like it would work, they had momentarily left one space in there.
It's hard to confirm however since it's difficult to clear space into a hex without taking it altogether.

I only have one SHQ, the one in my home zone. I'm thinking it may be a logistics points issue, but not really sure.

Moving Oil over a land connection is free in Shadow Empire, but costs quite a lot over water and air (1 oil = 1 logistical point), so I would imagine it's easy to run out of LP if you need to transport it.

I think this is the case! I have added another transport contract and nationalized another port. I am now starting to see a trickle of oil being sent back to the 'Mother Zone'

. It makes sense ... oil is a heavy, messy and dangerous cargo.
