Certain Events Always Happening ?

Playing as a small nation sandwiched between two majors on par with technology and possibly more advanced econ. One of them is friendly with high relations but I always keep receiving senate turns against us event at 66th turn and failing it no matter how many turns I've rolled back or changed diplo director, attached advisors, played stratagems etc. and its very frustrating to lose a run to a "random" event, is there any way to edit this or is this run over ?
