Besieged city with SHQ buying food

It appears that a city, surrounded by enemy, that contains a SHQ, can continue to buy from the market even when trade is stopped between the two regimes. This prevents any effective siege tactics.

if you surround a city on all six sides then you should breach it quickly.


And if we look at real life and both long ago and recent events (syrian civil war)

Smuggling and black markets occur even during a siege, especially in more modern wars where there is a lot of infrastructure and civil populaces lying around. I personally feel it is fine.

And the Traders got encircled as well.. They might be just selling of their stockpiles. Would be interesting to see if Food prices go up
