[1.08.06] Mining Techniques & Fuel-Mix Optimization

While running the numbers on what the most worker efficient sources fuel are I discovered that mining techniques and fuel-mix optimization are applying to assets that probably should not benefit from those fields of research.
Mining techniques increases the production of:
Bio-fuel plants
Synthetic fuel plants
Fuel-mix optimization increases the production of:
Oil drilling facilities
Deep core gas extractors
Additionally deep core gas extractors do not receive any benefit from mining techniques.
If fuel-mix optimization was indeed intended to be universal in its application to all fuel producing assets and not a technology that improves the production of sources of artificial fuel I'll accept that, but mining techniques increasing the production of bio-fuel and synthetic fuel plants as well as not applying to deep core gas extractors sounds like an oversight.
