[1.25c] Militia "keeps happen" even without a Militia Chief in Cabinet

Unlike what the tooltip of that feat says :
"Leader is also a Militia Chief. Keeps the Militia happen if at least one chief is present in your Cabinet. If employed as a Zone Governor gives a bonus to Militancy."
But militia grows by 200 Manpower and 10 Equipment per round regardless of their job or lack thereof, resulting in a 2nd regiment on round 9 each time.

On IIRC round 2 : (I also tested with them as a Governor just in case - as a reminder, Governors aren't part of your Cabinet - though I didn't expect that to be different compared to them relieved anyway, since I don't have a second one to put in my Cabinet, and my Militancy is at 100 anyway.)
Saves : P.S.: I don't know if it's a coincidence, but I got the "retired militia general" taking residence in my capital during the testing with the Militia Chief relieved (but not retired) !
