In the latest updated manual, the hex recon table (section 5.14.2.4 p371) shows entries 2 and 40 being essentially the same (see image below). I suspect the entry for 40 should be:
You can spot details on the units in the hex (but it will be fuzzy)

Also this table seems to assume 2 Hide Points for the first 2 lines, but 0 Hide Points for the last 2 lines ? (Which never happens, since the minimum is 2.)

Hmm, I'm kind of lost as of what the line for 2 is supposed to say...
Units with 2 Recon and 2 Hide points are still hidden :

(Unless it's a fog of war bug again ??)
But water seems to follow different rules ?

One thing that the manual doesn't really cover, but which seems to happen,
is that while unit visibility follows "Effective Recon" = Recon Points - Hide Points,
terrain visibility seems to follow just Recon Points
(which of course makes sense : a mountain isn't going to hide itself ! (well I guess, not counting line of view, which ShEmp doesn't seem to model))
But then there's a bunch of things that are neither units nor terrain, and so are neither static nor as temporary as unit position, for which it isn't clear where they (should) belong :
snow, vegetation, road/rail, assets, resource points, agriculture, temperature, borders...
For borders, a separate system seems to be in place : Zone Recon lvl 2 says that "You know the Zone extent, Governor and Owner" - IIRC that's what creates those diagonal black/white fog of war stripes (when you don't know the terrain yet) ?

Is hide points mainly to do with ambushing? The manual does mention it (edit: landscape hide points) in the combat breakdown but seems to only apply to Anti-tank guns?

For the purpose of spotting units, hide points are deducted from the amount of recon in a hex. This can lead to ambushes, but it also reduces the likelihood of individual defending subunits being spotted in combat, and according to the manual, unspotted defending subunits can have their HP multiplied by up to 3.

Thanks for the info.
Does subunit mean individual unit? or does it mean a defender type unit?
Does hide points and entrenchment combine? Or perhaps entrenchment values overrides hide points?

A subunit, which is the smallest increment of troops tracked by the game, is 100 infantry or 10 vehicles or guns.
Hitpoint bonuses from entrenchment and from being unspotted are multiplicative with each other, like most modifiers. Entrenchment has no effect on whether something can be spotted.
