Cant find explanation anywhere and its driving me nuts.

2) ... to explain why unit transfer does not succeed and what that 12/100 means. Unit something, capacity something?
500 logistic points route, yet I cant transfer any unit. Needs some hint why. Beach landing does same thing: No explanation, nothing just happens.

Case 2 was solved: I wasn't at war with target country. Could use the standard "Do you wish to invade..."-prompt.

Grey numbers are auto pull points. The red color means it's asset pull points. I don't know what's in blue.
