Doesn't really make sense that a female leader cannot use the services of a courtesan as it's really not about reproduction.
Nor does it make sense that leader of the Supreme Command Council cannot be chosen for it regardless of sex.
Aside from limitations like this being a bummer in general, it especially sucks when these are the two best candidates I have to use this card on.
